feature request to be able to configure minimum amount of required staff

At moment if you want to do a desk with 2 staff , the game asked always just for 1 , and if you add a second by the staff menu , then it just uses the position of the first staff(both on one position, just 1 to see) .
So we need a minimum amout of staff and the second staff position should work ( Issue #133 )
I post this for Marius , but i have also the same problem with this old desk Mod
