Only permit certain IP Addresses to access rspamd

Motivation

Making rspamd publicly available just isn't necessary.

Additional context

I wish to hide the rspamd interface behind a authelia 2FA Login Page.
This, however, requires a change to /opt/mailcow-dockerized/data/conf/nginx/templates/sites-default.conf.j2
As this file may be subject to change, I need another method to implement the ACL
