The UI could perhaps use a spinner instead of a list. But in any case, 9 is intended as a default (or perhaps 7-9 randomly, I forget). We do want people to be able to choose larger numbers (albeit until we move from IRC numbers larger than 13-15 tend to be really hard to get work, but some people do it, sometimes).

Btw on the topic of coinjoins, after the merge of JoinMarket-Org/joinmarket-clientserver#1126 you should find that you can actually do multiple coinjoins in sequence without crashing (not sure if you saw it, but I was able to reproduce it consistently).
