BE: Configuration resource + service

Requirements

• BE provides a /configurations/current endpoint to retrieve server side configurations.
• Scaled Back-end microservices should all provide the same configuration.
• Initial implementation to read configurable parameters from environment variables (current implementation).
• If configuration grows, use external microservice to manage configuration (Eureka, ZooKeeper, Consul, Etcd...) (Not now)

• Application links:
  • Login endpoint (required)
  • Folder resource (required)
• Disclaimer message (optional)
• Google token (optional)
