double modification in cooperative challenge (tag fix)

I have a cooperative challenge with tag fixes : https://maproulette.org/browse/challenges/23990
Maproulette proposes me tag changes.
But if I decide to modify the object with JOSM, I am unable to just say "the task is done". If I select "YES", the Maproulette proposed tags are sent to OSM.

We are thinking about how to solve this as part of a bigger overhaul of the tag fix UI #2405

Any suggestions for what would make a feature like this more obvious for users? We can add it in the completion modal, but in light of a recent change we main to bypass that modal, that solution would no longer work in some cases. Another option is to have a checkbox in the completion widget:

Though that also might not be apparent enough for users. I honestly don't know. Thoughts?
