Instruction pane in task view does not reset the scroll back at the top when moving to a new task

Describe the bug
When moving to a new task from an already completed task. The instruction display on the left does not reset the scroll to the top of the text. We have a challenge that generates a slightly different set of instructions depending on the specifics we find need checking. The list can be somewhat long and varies task to task.

Expected behavior
When selecting a new task it would be nice to have the scroll reset to the top.

To Reproduce
Steps to reproduce the behavior:

1. Here is an example task with a long instruction pane: https://maproulette.org/challenge/37614/task/147461007
2. Scroll the task
3. Hit skip to move to a new task
4. The scroll bar is not reset for the new task
