There are a number of possible quirks in the rfkill handling in Linux, including:

use of platform rfkills on laptops which will turn off and make a number of rfkills disappear
the handling of Bluetooth rfkill which could make the hci device appear but not turn on

This will be very easy to implement by the umockdev API user once #132 is merged.
