No Windows docker reference for non-interactive / matlab-batch #134

There is no reference docker for windows-based image which includes appropriate dependencies for mathworks, simulink, etc.

Some 3rd party mathworks products include windows dependencies. The use-case would be to enable modern CI / other non-interactive mathworks workflows for stacks which includes these windows dependencies.

To help us understand the use case and what you have tried, can you tell us more about how you intend to utilize a Windows Docker container? Have you already tried creating a Dockerfile and, if so, did you have any difficulties getting the container working or your use case? This information will be useful for us in developing a product in a future release.
