Application registration API

Description:

As I see, there was an ability to register application in runtime via API, but it was removed: #116. So, the question is why?

Currently, it seems a bit strange to manually adding registration.yaml files and restarting server after that. There is no opportunity for dynamic application registration.

I don't think there is a hard blocker, it was originally removed due to the act of registering an AS needing to be very deliberate - it is not clear what concern was being mitigated (2015 is a long time ago).

ftr https://github.com/matrix-org/matrix-doc/issues/1309 proposes it be re-added in a different, more secure, form. It does have some deficiencies though.
