Describe the bug

Changing zksolc versions in the project does not refresh the cache.
Steps to reproduce:

1. Go to any foundry-zksync project
2. Change zksolc version on foundry.toml
3. Expected: project gets rebuilt. Actual: Project is not rebuit and artifacts fetched from cache
