container requires duplicate install of shinytest #205

something weird is going on with the dependencies for shinytest (phantomJS), as per commits around maxheld83/wama@227ec4f

Not sure what's going on here.

May not be worthwhile to debug this, since

niche use case
may be covered by letting sysreqs (or something like it migrate to systemdependencies off of RSPM #25) install phantomjs phantomjs should be automatically installed #204
may be obviated / easier to debug once GHA first builds a container, and then uses it use docker image built in previous step or job #40
