Move Podcast generation to Azure fn #23

This only take 2 minutes to run. We just need to move it to run in an Azure Function.

Setup Generic Azure Fn
Add cron time '41 11,23 * * *'
Add required secrets to the Azure Fn
Update generic function to call generation for each podcast and then RSS
Disable Github workflow.
