[E2E] Re-enable skipped test: Check that all test specs belong to a test suites #163

After tests have been added for new nav, we need to

re-enable the skipped test: Check that all test specs belong to a test suites
ensure mobile tests have been added for old nav. This should be done immediately after this PR is merged. cc: @JenniferMuli @Benmuiruri @tatilepizs
Uncomment admin upgrade tests
