[Requirement] UX improvement to User Management

The functional issues from the last acceptance testing were listed in #344, but we could see that user management needs some UX improvements as well.

The staff that will create/update users have a wide range of IT skills so they need a more streamlined way to manage users. Currently all the user management is done as generic user management in Dashboard, as a parallel to the Facilities management in Kujua. In the long run this will be re-factored into a single Kujua Module, as was originally planned for v1.

Until then, there are some ways that we can make the user creation process simpler which will bring us a step closer to the refactor as well:

• Admin to change/rest a user's password in Dashboard no way to reset user password garden20/dashboard#57
• Basic user management in Kujua itself for admin. Start with a "create new user" modal with the following fields: username, user type, facility, locale, phone number. More details here

Closing this general issue, UX on user mgmt is mostly done, we can open separate issues if necessary.
