[Bug]: RP2040-Lora serial_enabled/is_managed causing node to ignore remote admin commands

Description

When a node is properly configured and is confirmed responding to remote PKI admin commands:

Setting either:
security.serial_enabled false
or
security.is_managed true

Is causing the node to stop responding to external PKI admin commands or requests for telemetry from a remote node.

Unfortunately because this kills USB/Serial debug/log mode I cannot see what is going on with the internal logs.

I did, however start getting the following error from the command node immediately after the setting:
Error on response: PKI_FAILED
