Create Monitoring Regime

We want to pick up activities which are relevant to the futarchic governance. Things like orders placed, proposals live, proposals finished, proposal changed, proposal traded, dao created etc etc etc.

The indexer is a natural place, however I realize it may be better to have another repo such as the messaging one which just receives events from a stream from the indexer.......
