Schedule removal job for repositories with no periodicity

It is unnecessary to keep repositories with no set periodicity, and not scalable too, as it could lead to full disk issues. Scheduling repository removal can improve disk usage and avoid further capacity problems. This shouldn't raise other issues, as the downloaders can handle nonexistent directories.
