Visual blocks multi-cursor

I have this example file:

I want to visually select lines 31-33 and get all occurances of this block (lines 45-47). Then, edit it (comment with gc, or add multi-cursors to write everywhere at once). Is it possible? Same behaviour as:

1. Select
   

2. Get all occurances
   

3. Edit it
