Deploying infrastructure to Azure Gov

Currently I'm reviewing the documentation, and have gone through the github workflows which will push changes to the user interface, and have reviewed the infrastructure code. But there is no documentation on deploying the infrastructure that I can find? Is this a documentation gap? What are the steps for deploying the infrastructure beyond just deploying the bicep templates? Can I get further clarification?

You might have to skip a bit through it.

Note: I think in the video he says that the AzureAI Search can be adjusted later in scale. That is NOT the case. You will have to create a new service & migrate your data in case you want to switch tiers.
All other services can be adjusted without re-deploying afaik.
