Figure out and implement system to quickly onboard and spin up a pair of test-ready VMs with a desired Windows build artifact and run tests on that.

Closing this issue as it's the same issue as #73,

At this point we are not so much concerned with the "best" solution, more so we just want "a" solution.
We can consolidate with officially supported platforms / systems once other teams are ready to onboard our lab.
