Repro Steps:

1. Create a Linux virtual machine with Ubuntu18.04 image and Microsoft RRDC Lab 1 location.
2. Check whether succeeds to create a Linux virtual machine with "Ubuntu18.04" image and "Microsoft RRDC Lab 1" location.

Expect:
Succeed to create a Linux virtual machine with "Ubuntu18.04" image and "Microsoft RRDC Lab 1" location.

Actual:
Fail to create a Linux virtual machine with "Ubuntu18.04" image and "Microsoft RRDC Lab 1" location.

More Info:
This issue also reproduces when creating a Linux virtual machine with CentOS image and Microsoft RRDC Lab 1 location.

We need to follow up with the edge zones team about issues like this.
