Reference topics should follow the defined templates in the CDK: https://dev.azure.com/msazure/One/_wiki/wikis/Microsoft%20Graph%20Partners/614305/Reference-topic-templates

The tool should be able to:

Check that the topic is following the appropriate template.
Offer the possibility to generate the template in VS Code and allow the author to just fill the blanks and placeholders.
Check that a filled template is complete, and no placeholders were left.
