Error 10054 when I downloading a gallery from deviantart.

I get this message when I try to download an artist's gallery from deviantart:
[deviantart][info] Requesting public access token
[deviantart][error] HttpError: ConnectionError: ('Connection aborted.', ConnectionResetError(10054, 'The remote host forcibly terminated an existing connection', None, 10054, None))
Before that, deviantart galleries were downloaded without problems.
Images are still downloading well from Twitter.
There may be a problem with my Internet provider, or or something else, since I also can't log in to Deviantart from a browser without a vpn.
I am trying in through a proxy server:
C:\Users\Admin>set HTTPS_PROXY=http://173.212.220.96
When connecting a proxy, I get this error:

When using a vpn program(psiphon3) I get an error:

How do I get gallery-dl to load images with Deviantart again?

• Try a few different proxy servers until you find one that works. The one you tried to use refused connection (OSError('Tunnel connection failed: 400 Bad Request')
• Try GreenTunnel. Maybe that is good enough to circumvent the block put in place by your ISP.
• Use a VPN service that properly handles TLS connections
• Complain to your ISP/government until they stop blocking DeviantArt

I typed "tls proxy servers" in the search, and selecting one from the list. It worked for me. Perhaps adding the port after the ip proxy server helped(set HTTPS_PROXY=http://3.224.69.117:80)
