Create process/tooling for bundling healthcheck profile and rules into the proposed bundle structure

Please describe the enhancement

Create a script which packages up the healthcheck profile and the rule types which it uses into the proposed bundle structure. Generate a metadata yaml file for the bundle as well.

Healthcheck profile was added in this PR: mindersec/minder-rules-and-profiles#55
