cyber_channel fail in ubuntu16.04

Thx, I fix this problem by following steps:

1. install python3.6.12 from source code

2. solve compatible problem about python3.6 on ubuntu16.04

3. remove and install protobuf 3.14.0 by pip3
   sudo pip3 install protobuf==3.14.0
