How to distribute work across multiple machines?

The README says that buildkit supports "distributable workers". Does this mean that work can be split across multiple machines? If so, how?

Consistent hashing is one step, but it doesn't solve a bunch of other issues -

• multiple concurrent builds and their effect on resource utilization
• scaling and its effects on the build cache
