Update the referenced js file version #149

There is a need to update the html page to reference the JavaScript file from the source repo.

Methods to achieve this includes:

GitHub Pages (having slight issues for now)
another method is to use jsDelivr - CDN for open source projects, which requires GitHub Releases. Unfortunately, the tech-radar does not have releases and an issue have been raised - GitHub Releases for Version Management, meanwhile the suitable approach is to reference the radar.js

Updated reference for the radar.js and radar.css with direct links, while we await GitHub release from the tech-radar repo.
