EUPL 1.1 license header references wrong and outdated URL #443

The EUPL 1.1 license header [1] is incorrect:

the referenced URL has been wrong since 2013 (probably a c/p error), adding a "5" at the end (originally a footnote marker) where there should have been none
the referenced URL (when fixed) is outdated, leading to a (wrong) archive page

A correct URL, as described in [2], would be:
https://joinup.ec.europa.eu/software/page/eupl
