Specify job creation API endpoint and implement #1

The API endpoint for job creation needs to be specified and implemented. There is already a prototype implementation that can be modified. I recommend using OpenAPI for the spec definition, stored in a dedicated separate file for reference and for future rendering of documentation similar to https://spt3g.ncsa.illinois.edu/docs/api/.
