running cnspec policy upload pulls providers

Describe the bug
When I run cnspec policy upload X I always see a few providers being installed even if they are already installed and are latest version.

To Reproduce
Steps to reproduce the behavior:

1. Run cnspec policy upload X
2. Notice the providers being installed
3. Run cnspec policy upload X again
4. The providers are installed again

Expected behavior
The providers shouldn't be installed if we just installed them 1min ago
