Describe the bug
Currently the secure layout (used when viewing a quiz that requires Safe Exam Browser) does not display the activity title and description. This is inherited behaviour from the Boost theme. As described in MDL-75610, this presents a problem when running multiple quizzes requiring SEB.

To Reproduce
Steps to reproduce the behavior:

  1. Create a quiz, set "Require the use of Safe Exam Browser" to "Yes - Configure manually"
  2. Add a question to the quiz
  3. Log in as a student
  4. Go to the quiz
  5. The name and description are not displayed.

Expected behavior
The name and description should be displayed.

Additional context
Once MDL-75610 is integrated, we can update the Boost Union config to mirror the changes in Boost on supported branches. I will provide branches.
