Steps to reproduce:

1. Fresh install FF.
2. Access a website. Tap on the lock icon to open the panel.
3. Observe “privacy settings” button.
4. Repeat steps 1-2 and go to secure connection.
5. Observe “view certificate” button.

Actual results

“privacy settings” button is not underlined.

“view certificate” is not underlined.

Expected results

“privacy settings” button is underlined.

“view certificate” is underlined.
