Feature description

The screenshot below is an annotation containing popAnnotaion. I would like to highlight certain text and add a popAnnotation to it, which can support modification and saving. Is there any relevant API?

@Snuffleupagus this and #18865 are effectively duplicates. Do you want to duplicate that one to this one or the opposite? This one is older, but the other one contains more info.

Whatever makes the most sense to you, given the context in the respective issues. (Perhaps we should even just duplicate it to the one in Bugzilla, and close the GitHub issues, to make sure that everything is in one spot?)

Let's duplicate this to #18865 for now, it's easier to find for people who only use GitHub (and it seems a few people would be interested in contributing this feature).
