Multi-language operationalization

We need to provide support for multiple languages.

Task:

• Modify the library of questions to have this for each question and select options:
  - Each question should be translated in 5 languages: EN, ES, FR, PT and SW
  - Prepare a form for user to fill out when a new question is needed

• Modify the library of technologies to have this for each technology

• Modify the ODK generator to create ODKs in different languages

• Modify the creation of the repository (registry + each data collection) so the user can select what language to use.

• BOLDER project will rely heavily on the feature
