Can't hippo an envelopment when it runs out of ETR subs

Description:

Maybe not actually specific to hippo, since when I broke it w/botulus, the break subroutines dialog says "Trash this ice" "Trash this ice" "Done". Either way even if I broke both, hippo's prompt doesn't trigger. (The first time I tried, I had already used a hippo that turn and it shouldn't have triggered, but then I tried again the next turn and it still didn't.)

Not sure if hippo works when it still has counters either since I didn't try.

Not sure if there's any further confounding factors necessary to reproduce.
