When i extract the zip and run the exe nothing happens?

A command prompt window flashes and then disappears but nothing happens, when i run it without extracting it shows me a message to let the app thru microsoft smartscreen, but still nothing happens, is it a windows security issue? I tried turning off my threat protection, my smartscreen shows as already off, what am I missing? Isn't it supposed to run an installer or open a gui when I click the exe? Confused windows user
