Estimate Shipping & Taxes in Cart is not working/implemented

I found this issue is still quite an issue for many people. If you go to cart and then click estimate shipping cost it says 0.00, this is due to the fact it seems not implemented. This should implement the options from the normal situation as well since this estimate is used for most of the one page checkout plugins as well.

If you nee further assistance on this please let me know, it would be awesome if this can be implemented in a week or so. Im trying to migrate the store to v3 and then dropping the old popup plugin.
