Unable to apply themes on Windows 11 26100.1

Hi,
On Windows 11 26100.1 i Can't apply any theme:

I have enabled SecureBoot, SecureUxTheme says that is installed properly.

Aha I was going to test out but seems like it's not working on clean install as well huh. Well, damn.
