Automation for Project (Tool) Repos

Description

Build on GitHub application to improve maintainability of automated actions for distributing issue template, labels and other documents and/or bits of code to each project repository

Details

Build on existing webhook handler and GitHub application.

• Define list of "tool repos". These are special repos within the organization that get special treatment including:
  • Synchronized issue templates
  • synchronized labels
  • synchronized readme features: link to nanoHUB, badges, ;ink to current rfc ...
  • slack channels
  • add to help wanted, bug and question boards
• How to distinguish a "tool repo"?
  • Perhaps adding GitHub topic, say "nanohub tool" can be the trigger. (unfortunately I don't think this is a possible trigger) would be good to add too all tool repos though as part of the automation
