Define list of "tool repos". These are special repos within the organization that get special treatment including:
Synchronized issue templates
synchronized labels
synchronized readme features: link to nanoHUB, badges, ;ink to current rfc ...
slack channels
add to help wanted, bug and question boards
How to distinguish a "tool repo"?
Perhaps adding GitHub topic, say "nanohub tool" can be the trigger. (unfortunately I don't think this is a possible trigger) would be good to add too all tool repos though as part of the automation
