DNA Center Integration Imports Empty Locations With Meraki Import Disabled

Environment

• Python version: 3.10
• Nautobot version: 2.3.13
• nautobot-ssot version: 3.3.0

Expected Behavior

Expected only Locations that have Devices to be imported.

Observed Behavior

Multiple Locations were created that were empty. I believe this is related to Meraki import being disabled but not considered during Location loading.

Steps to Reproduce

1. Install and enable DNA Center SSoT integration.
2. Load data from DNA Center instance with Meraki import setting set to False.
3. Look at Locations that only had Meraki Devices and find them empty.
