This tools allows an optional coordinate system to be set when the input layer does NOT have a projected coordinate system. If the input layer does not have a projected coordinate system and no projection is specified by the user, a default projection WGS 1984 Web Mercator is applied.
However, when the default projection is applied to a non-projected layer the results are different then when the same layer is projected. When I ran a test on wi025 in WGS84 vs AEA, the results were 307 vs. 515 flags using a detection level of 1.5. This should be explored some more and perhaps a projected coordinate system, such as AEA, should be set as the default as long as the datums are the same.
