Replace 'nj_state_seal.png' with an SVG

The current State Seal image (here) is 30px by 30px and, to me, appears fuzzy when displayed in state banners. An SVG already exists which could replace this fuzzy image.

Given that the banner appears at the top of state websites, I think replacing a fuzzy image with a clean SVG will make things look more professional and help give a good first impression.
