Steps to reproduce

Try to open a pdf (the same holds to for office documents) with Collabora/integrated viewer without downloading to the device and opening via an external app.

Expected behaviour

Simply tapping on the document should lead to an option to choose an integrated viewer, not only locally installed apps like Adobe Acrobat / another pdf viewer.
The context menu should contain an entry for viewing (vs. editing) the document.

Actual behaviour

When you tap the document, the local "open with" dialog allows to choose some pdf viewer apps.
There is no option to choose to open withing the Nextcloud app.
The context menu allows to 'edit' (in the screenshot "Bearbeiten") a document which contains the desired functionality to open the document (disregarding whether to just view or edit).

Related to PR #9806 which also has some early discussion on this topic.

Today in #12039 a slightly different matter came up, but there might be an opportunity here to tighten up the whole Edit+View experience with files that are both Offline (Downloaded) already as well as not.
