Can't fork repos

We have a repository - https://github.com/nhsengland/UEC_Fundamentals_Reporting.git that we want to allow other PAT teams to fork. However, the fork option appears to be disabled for the NHS England organisation for our repos set to 'Private' in the NHSE organisation. Only those set to public in the NHSE organisation are able to be forked. As our code is under development in collaboration with others, we cannot set our repo to public.

How can we facilitate collaboration between different teams on github repos? Have we missed anything?
