Template for a NHS website start page

Description

When creating prototypes for coronavirus services I often find myself needing the code for an NHS website start page for the prototype. This includes the page content but also the Header and Footer (which may differ to the services usual Header and Footer eg. Transactional)

For example the Get a shielding note start page on the NHS website

I often just copy it from a previous prototype, however this might be useful to have in the prototype kit for easy access and if anything changes to the Start page template it can be updated centrally for everyones benefit.
