Add jest and React-testing-lib

I'm not sure the longer term right answer for react testing libs, but right now react-testing-lib is really easy to work with and is agnostic enough to switch later. I've moved away from the airbnb libs as shallow rendering is not needed in the same way it way it was 3 years ago?
