If an unexpected error is thrown (e.g. by a dependency) a prompt should be provided for it to be logged with the Nitric Maintainers so it can be examined and handled/fixed.

This is not applicable to known errors as described in nitrictech/cli#154

The reporting should be a prompt only, so cli users can opt into sharing the information
