Make resource suffix names configurable #698

We currently create a random project id and add it as a suffix for all resources created.

Some users have requested that this be a configurable suffix so that they can apply their own naming conventions.

This change will mean that there will be a potential for resources in different projects but the same region to conflict, so we'll need to find a way to address that in the documentation and the comment alongside the configurable variable.
