Microsoft.TeamFoundation.WorkItemTracking.Client.ValidationException: TF237124: Work Item is not ready to save

I want to migrate the WorkItem 178881 from one devops to another, the error "TF237124: Work Item is not ready to save" is showing, I open the loglevel debug, the logs as below, How can I sloved it?

It looks like your area and iteration paths are not valid. Have you read #1846?
