When the [player] variable is used in the action bar, it comes across as the plaintext [player] rather than being filled in with the name of the player who started sleeping. Other variables, like [sleeping] and [needed] work as intended. This results in text like this: [player] is now counting sheep! 3 more players need to sleep in order to skip the night. (1/3)
I am running Harbor 1.6.2 Beta 6 on Paper-135, which supports MC version 1.16.1.
The [player] variable worked correctly in the Harbor 1.6.2 Beta 5 release while running on the same version of Paper.
